A friend of mine has a Section D mare, that is currently in an eggbut snaffle. She was put into a pelham by the previous owners.

My friend finds that her mare snatches the reins consistently, and doesn't listen to the way she is asked to turn. She wants to put her back into a pelham, but I think that it's unnecessary, and maybe a stronger snaffle could do the job?

What would you suggest?

French link with cheeks...cherry rollers have never been any good for me!!:D

This^^
Check that there are no issues with the mare - the obvious teeth, back, saddle then I would use above. There is no point wacking in a stronger bit, when simply a bit more suitable for her would work. If the eggbut is single joint then it would be well worth trying a french link for her.
