The white on her tummy is more coming from underneath than you would see with a Frame, which should have the white on their sides. The near hind stocking has a smooth edge, like she's stood in a bucket of paint. Also the way the white comes up the near fore and over her chest, then up her neck. The big white face with blue eyes also indicates Splash.
The thing with all of these 'pinto' genes (I include sabino here) is that they can be expressed minimally, right up to maximum expression and everything inbetween.
The white markings (face and legs) that we don't tend to associate with coloured horses, are caused by the same genes. It's just that we say that once there is white on the body, above a certain size and level, the horse is now 'coloured'.
ETA - I've just seen the new photo and I think that she is a Splash White. She's very fancy really.
