Very basically, in affiliated eventing at certain events they have more people who want to compete, than they have spaces available. So once you join BE, you get a set number of ballot stickers (roughly 1 for each month), so that you can prioritise your entry over someone without a sticker, then if too many people enter, a ballot of entries will take place, with stickers taking the places and those without being rejected, or balloted back out again.
It's supposed to make it so that everyone gets at least one run each month, if they want one.
Someone posted on here last week about the actual rules with all the in's and out's of who gets balloted out first and I think the rules are on the BE website aswell if you want to know more about it.

Ps Is it the rider that is registered with BE or the horse? For example, if a rider has 3 horses, do they have to use stickers for all 3 or do they get enough stickers to cover the number of horses they have?
Both horse and rider are registered separately. So you could have a mix of the two, ie reg'd horse, ridden by a rider on a day ticket, or the other way round. As soon as either part of the team is on a day ticket though, they're not entitled to ballot stickers as they're not fully paid up members.
You get a set of ballot stickers for each horse that you register with them, then you need a registered rider to go with it to be able to make use of that ballot sticker!
