If a horse constanty lifts its tail to one side when moving about or eating?
Not constantly holding it up but a fairly large % of the time.
The horse is a WB and doesn't seem to carry its tail natually high.
 
I would say poorly back too. I know when my gelding's back is feeling sore because he carries his tail off to one side when he is just grazing or wimbling about.
