what does the lip strap on a pelham do?

stops the chain being lost if it opens and generally keeps the chain from jangling around!!
and it looks smart...

It's to stop the horse being able to grab the shanks with it's lips, basically keeps the shanks down far enough that they can't do it.

It stops the curb chain from moving. However, lots of showing people don;'t like them as they can make the head look very untidy. We use them on the hunters usually but not on anything else (and we've never lost a curb chain yet ... )
Originally curb hooks on the bits were not "pinched" - now they are pinched on one side to prevent the curb chain from falling off too easily.
