What does this mean? Can we still have photo signatures?

I was trying to find that really useful post in Picture Gallery which explains how to import several pictures into a single Paint page. Couldn't find it but found the above post instead from Admin. Not sure what it means though. Does it mean I cannot change the photos in my signature strip now?

that post was made in 2005 must have been relevant at the time. its in your user options to enter a new banner, not sure how you make a new one though.
