When Ellie is having her breakfast or tea in a separate paddock to Blue he will pace up and down the fence line for a while then stand still, neck in air and curl his lips back.

He only ever does this when Ellie is taken away for her food, so what is he trying to tell us?

lol...my lad used to do this,there were 3 of them at t-time and he would try his best to nick the ponies...we all know somebody elses tastes better than our own

It's called Flehmen and neds do it when any strong or exciting scents are around. They curl their top lip back to trap the smell-laden air against the Jacobsons organ and so get a bigger "hit". Stallions do it round mares, my horse does it when he has a wormer, sounds as if your ned is doing it to check whether his tea is as good as/better than/crappier than your other ned's. Expect a written demand for equality soon!
