I just found this on wikipedia about them:

The double-mouth/scissors/"W" or "Y" mouth

Types of Bits: snaffle, gag, curb

What it is: Bit has two mouthpieces, each one single jointed.

Action: The two joints amplify the nutcracker action. They also cause extreme pressure on the bars. This bit is very severe, and should only be used by skilled riders with soft hands. Some people do not use these bits because they believe them to be cruel.

Materials: Metals, usually stainless steel but also sweet iron and copper.

Uses: Not permitted for dressage. Very severe, used on horses that are very strong.

Hi all,
But was wondering, what is the purpose of a double mouth bit? is it for more brakes? or elevation? stop a horse leaning?

Pure brakes - it acts to crush the tongue in two places

Most often seen in polo in a running gag form, known as the Barry Gag

Really only suitable for non-english contact - ideally one handed, where it can be use lightly

The snaffle version seems pointless to be as if you are going down this route, you need more brakes than just a loose ring...
