What is a Parelli Head and leg hobbler?

Just read it on another thread - didn't wish to hijack

I have an awful vision in my mind

, hope its different to what i am thinking

We have a horse that hates travelling - to the point he wrote my lorry off

He is a stunner and people are always asking for him. One person was going to hobble him to travel him

The thought still gives me shivers. He would kill himself

I am not into Parelli so never keep up with it but a head and leg hobbler sounds shocking to me. Anyone know?
