My understanding of Rotational is that the horse hits the fence with his chest or upper forearm and literally 'rotates' over to land on his back on the other side..... hopefully avoiding the rider!! One of the most deadly types of fall due to riders being crushed on landing :-/
Yeh i think its when a horse hits a fence with its chest/upper legs and then tips forward over the fence in a somersault kinda action.

When a horse falls, and the motion of the falling horse is in a curve, it's body shaped similar to a banana when in the air. The horse often somersaults and the rider can unfortunately land underneath the falling horse
There is a video on Youtube of a Korean rider dying in a rotational fall - the going was slippy, the horse slipped and got it's stride wrong, hit the fence with it's upper body and somersaulted through the air, it's hindquarters landing on the rider's head.
Yea what all the others have said. i've always called it when they "tip up". Not nice, happened to me once on a pony and got away with a broken colarbone and my dad twice - both quite serious but horses ok on all accounts.
Ive had one fall which I think you could class as a rotational where my old mare hit a fence, I got thrown over it and somehow miraculously, she somersaulted over it and landed around me. We were both very lucky and I came away with a sprained wrist. It wasnt nice and I dont want it to happen again.
Also a good reason to stay away from horses that jump with their forearms pointing down. Yes, there are some good jumpers with form like that who make up for it by jumping higher but especially if the horse isn't that scopey it can really up the chances of such a fall.
