What is Smart/Casual?

I am going to the National Dressage Championships on Saturday and have a pass for the Pavilion - it says Smart/Casual dress.

What does this mean - is it smart jeans and a nice top, or is it smart trousers and a smart top. I get so confused? Please help?
 
I would say smart casual normally means no jeans or trainers, but you don't need a tie or suit or hat etc.

Instead of jeans wear something like cords or chinos or normal trousers perhaps.
 
If I went somewhere smart casual then I would avoid jeans/trainers/joules tops and wear proper trousers and shoes with a top/fine jumper or cardi - def no 'sportswear'! For men I would expect the same, but wear a shirt - no tie or jacket needed.
