Patch of long hair amongst short normal coat?

On his shoulder, thought it would moult out over the summer but never did!

He also had some other random wispy bits along his sides?

No idea, but my boy has a hairy patch on his cheek, slightly darker than the rest of his face, but its always much longer than the rest of his fur! I always think of it as his 'hairy mole'!!
