I bought a hunter type bridle for my cob last year. It came with 2 pairs of reins but is a single bridle. Anyway there was a random bit of leather attatched when i got it home. It looks like a very long cheek piece.

That is the slip head for the second bit on a double bridle. It should have another cheek piece to go with it. Presumably your bridle was sold as a snaffle as this part was lost.
 
Its a slip-head. the part with the billet goes onto the bit. then its threaded through the browband loops attached to the headpieve,and passes under the headpiece and then fastens to a cheek piece attached to the other side of the bit. Its to turn a snaffle bridle into a double bridle, hense the 2 sets of reins. you should have 3 cheek pieces with the bridle.
