I've changed my boy to hw with neck turnout, its between -1 and 2 degs here (no snow). All other horses at my yard are either rugless and one has medium weight on.

Mine is wearing a middleweight (180g) with neck and a thin fleece underneath. She is unclipped but does seem to feel the cold.

mine are both in h/w and both fully clipped x

Mine is fully clipped legs and all. It's about 5 degrees and sunny. He went out naked for an hour this morning. Now in medium weight no neck. Once dusk comes his liner will go back in.
