I am going to buy a horse that will be used mainly for flatwork, some jumps and hacking. What should I feed?He/She will be out on a field but we don't have much grass where I live so this can't be his/hers only source of food, plus what supplements should I give for stronger hooves?He/she is going to be barefoot.

depends if a good doer/not and what breed

i'd say a high fibre diet, always the best, especially if not much grass. Try Dengie Hi-Fi or Alfa A if he's a poor doer.

For the hooves you want Biotin, Naf do a cheap refil pack or you can buy their ProFeet, it's expensive but lasts a long time. But you may not need a hoof supplement

My three mares are all barefoot, despite being ridden daily and on roads. They don't have a supplement for their hooves. Slowly strengthen the hooves up by lots of walking on roads, it increases circulation and hardens the hoof wall.

For hooves, micronised linseed, great for hooves and coat. Depends on whether your new horse is a good doer or a tb, good supply of hay for starters :). A chop as suggested above with a lite balancer should do it .
