what size saddle cloth/numnah

my friends just got a 13.2hh (ish) pony who is quite chunky (and is a bit fat atm) and she was wondering what size numnah/saddle cloth would be best? she said she has come with a shires saddle cloth & the size says 'small', it fits but only just. would a cob size be better? as im guessing a small is the same size as a pony size.

oh and i think she said the saddle is a 17"

Id go for a cob /medium then if the small is too small.
I have my 14.1hh connie in full saddle cloths but she has a big saddle!

Mine is a full with a 17" saddle she's 14.2hh though. Is go for cob.
