What to do with a pony that takes off in the school?

My pony takes off across the school when i ask for canter on his bad rein, he only seems to do this when there are other horses working at the opposite end of the arena. I have been keeping him going and just turning him on a circle until he has tired himself out. Do you think this is the right thing to do or are there any suggestions of how to re correct this as he is fine with everything else and generally a steady pony who is really well behaved out hacking and is good in the school when by himself. Any suggestions are much appreciated.

Had all the usual checks back, saddle and teeth.

Can I ask why you call it his (bad rein)?
 
What happens if you let go of his reins? (Daughters pony sometimes takes off and the more you pull and tell him to stop the more he pulls - but if you let go he stops completely and falls out of canter into trot confused!)
 
Is he less balanced on the "bad rein"? Maybe work on this and see if it helps? Could try having him canter in a relatively small circle to make it harder for him to take off (assuming balance isn't an issue)? Only let him canter a few strides before asking for a transition to trot so he doesn't get chance to?
