What to feed a haflinger to give him a little more energy, he's currently fed a scoop and a half of livery mix and 2 scoops Alfa original.
Dont want anything to fizz him up but he just feels a little sluggish.

Depends if he's unfit and or overweight. the fitter they become generally they become more lively!
If he's a good doer then I think what you're feeding is a lot. I personally don't like mixes, but thats my opinion.
