What would you do?

At the yard I keep my horse there is a thin horse and I am unsure whether to report her and if I did, whom would I report her to? (little faith in RSPCA)
She is about 10 years old, pure arab, wild and cannot really be handled and therefore is riddled with worms, feet at horrifically long and also has a 6 1/2 month foal at foot still.
She gets fed a small amount of haylage twice a day but is grazing on bare pasture, and gets no hard feed. Shes getting increasingly ribby and upon confronting the owner me and a friend got told to mind our own business quite rudely!
So what would you do, and if you would report who would you reccomend to take action?

Maybe report to YO, if not then maybe report to a higher authority. But make sure you look at the horse with an open mind, is it really ribby or has it just got less condition than you'd like to see on a horse, not trying to be patronising by any means, but remember different owners see their jorses in different ways. I really pamper mine but the lady next to me treats hers completely the opposite. Both horses are happy and well.
But if the horse is suffering then yes report it. :)xx

YO is as useful as a chocolate teapot :rolleyes: but no there are definate visible ribs under winter fluffs :( I just worry for when we get snow etc!

Possibly try your local BHS welfare officer, they may at least get somewhere with educating the useless YO who should at least be taking an interest in the health of the liveries.

You may want to remind the YO of his duty of care, and responsibility with regards this mare.
