Hello!

I've started the petition "Michael Seals MBE: What's in your pet shampoo? #saferpetproducts" and need your help to get it off the ground.

Here's why it's important:

In 2014 it is estimated that 13 million (46% of) households in the UK have pets*.

The Animal Welfare Act 2006 makes owners and keepers responsible for ensuring that the welfare needs of their animals are met. These include the need:
1. For a suitable environment (place to live).
2. For a suitable diet.
3. To exhibit normal behaviour patterns
4. To be housed with or apart from other animals (if applicable).
5. To be protected from pain, suffering, injury and disease.

Specifically with regards to point 5 there is not enough legislation in place with regards to pet accessories and healthcare products to enable owners to fulfil these requirements. The EU Cosmetics Regulation 1223/2009 legislates cosmetic products for human use to ensure product safety and protect the consumer. Currently this legislation does not include cosmetics designed for companion animals within its scope.

The pet market is big business and anybody can potentially manufacture pet cosmetics such as shampoos, conditioners and detangling sprays in their own backyard without any chemical knowledge resulting in potential lethal concoctions.

I am petitioning for an amendment to the EU Cosmetics Regulation 1223/2009 to include companion animal products within its scope on the principal that owners have a right to know the following in order to prevent pain, suffering, injury and disease of their companion animals.

The following list covers some of the main principals but is not exhaustive:-
1. The ingredients within products are safe and used at a safe level not only for the animal but also the owner who will undoubtedly come into contact with product during grooming
2. Ingredients are clearly labelled on pack.
3. Products are sufficiently preserved to prevent microbiological spoilage.
4. A period after opening or date of durability is displayed.
5. Products have been manufactured to the principles of GMP.
6. A batch code is printed on pack to ensure the route cause of any adverse reactions can be thoroughly investigated.
7. The name and address of the responsible person is clearly labelled on pack and contactable in the event of an adverse reaction.
8. Clinical claims such as tear free, dermatologically tested and hypoallergenic have been effectively substantiated.
