What's the best option if an outdoor schools membrane is showing?

Without boring you with the details, this is for an assignment.... but what would be the best option/cost efficient if the membrane of an outdoor school is showing, would it just need re-surfacing, or entirely re-done? Thanks

Pull back the surface around the affected area until you uncover membrane that is correct. Then cut out the affected patch and then glue and tape a new patch in its place. The main reason for membranes coming to the surface is holes in the membrane allowing the upper surface to get underneath the membrane and thus lift it.
