What's the best thing to do?

I had a lesson on Saturday on my 6 year old. He went pretty well, although was quite spooky in the wind and rain, and we ended up jumping round a 3'6" course

However, although he has a tendancy to rush at times, he doesn't really move off the leg when asked. I can be coming into a fence and I know in the back of my mind that he will jump it because he always does, but give him a little nudge (or even a big kick) with my spurs and nothing seems to happen. He's also like this coming off corners in between fences. Does anyone have any suggestions on any exercises I can use to sharpen him up a bit? It's a bit of a tricky one because as I said, he does tend to rush a bit sometimes and cock his jaw. New horse maybe?

My horse was a bit behind the leg and now I do lots of transitions when I am jumping, if he doesn't react I give him a double nudge with my legs and always reward him for going forwards - even if it is a bit faster than I would like. When I warm up before I even jump a fence I check he is really sharp off my leg so that if he is looking at something when coming in to a fence he actually reacts to my legs. I don't accept a half hearted transition anymore - every time we move up a gear it has to be sharp and quick - seems to be working so far!!!!
