If you are approaching a xc jump and the last competitor took the flag out and its half across the jump and the fence judge didn't notice? So next rider stops and shouts to fence judge that the flag is down (this is at a skinny where flags are really needed as guidance)

I have no idea but how did the fence judge not notice the flag was down? I have fence judged at several events and you have to watch the horse jump the fence so surely you would have noticed a flag fall?
 
I'd expect for the jump to be considered 'unjumpable' - so would expect for it to be corrected, horse allowed to re-present & a few seconds deducted for the delay...
 
Neither do I, we were waiting for my son at this fence and saw the rider take out the flag, shouted to the fence judge but took her a while to hear us in her car (torrential rain) she finally reacted when Jack got to the fence and he shouted that the flag was obstructing it! Jack then circled while they corrected it and jumped it perfectly from trot

We spoke to organisers afterwards and were told it would be rectified but am pretty sure the time wasn't stopped, but don't know result yet - he was clear over the whole course
