Whats the smallest car you can use to pull a horsebox?

Am currently looking for a new car and want it to pull a single lightweight horse trailer for a 15.1 TB x Welsh.

Budget is for around £14,000 but want something that is economical, cheap to tax etc etc. Dont want a huge 4X4 either (would like one but not allowed

My OH, reckons a Subaru Forrester estate should do the job. They are AWD and 2 ltr + engine. We have a Subaru Imprezza estate and he would happily tow a single horse with it. As for price wouldn't know off the top of my head.
 
I know it's sad all the time but I can't stress enough how important it is to tow with the biggest heaviest thing possible...my trailer flipped whilst towing with a discovery&it was the worst experience of my life & if I'd been towing wig anything lighter we prob both been dead so please please don't cut corners! X
 
I wouldn't pull with anything under a 2litre engine, and 4 wheel drive, have a look at the subaru legacy outback, My dad has had one for years and swears by it, they towed me about with it as a teenager for years. (and my dad is pretty anal when it comes to capability of vehicles, stats and legalities!!!)
