When did riding hats become compulsory for under 14s?

I thought this had always been the case... I remember learning it as a kid anyway.

AFAIA it's not compulsory for anyone to ride with a hat unless at a show or on someone's property (eg yard) where the organisers/owners can impose whatever rules they choose.

Insurance isn't compulsory though.

I have a couple of rellies who are pigs - I'll ask them if they would pull over any kids if they found them riding on the roads without hats.

Extract from the BETA website

"Legal Requirements
It is a legal requirement that children aged 14 years or younger must wear a riding hat to at least BS4472 when riding on the road. This law was passed when the official BSI hat Standard was BS 4472. It is anticipated that the law will be changed to the current BS Standard. It is now recommended that a minimum of BS1384 is worn."

BS4472 was somewhere around 1988.
