When folding necks back on T/O rugs ...

Under...Less chance of them getting caught in anything or flapping about.

Under, means if it does happen to rain whilst your away you don't end up having to put a wet neck rug on.

Erm... over if it's a stable rug and I guess I'd do under if a TO but most of my TOs have detachable necks.

Over if it's a stable rug, and if it's a turnout, I either detach the neck or wear it pulled up. I don't turn over or under with a turnout rug. But just my preference.
