As in, I dont want her to grow much of a winter coat this year, so I dont have to clip her

If you don't want her coat to grow then you will need to stable with the lights on. Light has more effect on coat growth than temperature.

Rugging up makes absolutely no difference to coat growth, it just makes it look smoother. The only way is leaving lights on to stimulate daylight hours.
