When will my 2 yo New Forest Fill out?

My little chap is rising three this summer and is fed ad lib haylage, alfa A oil large scoop twice a day, large scoop of non molassed sugar beet twice a day with a small scoop of stud nuts ( as her ladyship is on them and I have not got enough bins for anymore feed!) and he is out in the day with a large haylage net and in at night well rugged Amigo MW and up to date wormed etc so why is he a slim jim? He's not poor just a little light and I worry he won't reach his full height potential if he hasn't any spare flesh.

He is my first youngster so is this normal or does he need some extra something? He goes through himilayan rock salt licks like crazy but does have selenevite in his feed at the recommended dose so what is up? He was Forest bred if that makes any difference?
 
Probably this Spring/Summer, if the grass is good and he can chill out

diff breed but my sec d looked, frankly, pretty awful as a 2 yr old. very very narrow chest etc. then one moring when she was about 3 and 3/4 i came to turn her out and oomph!!! huge set of sholders, whacking great chest and deep girth!!!! (okay, not quite over night, but nearly!!!)

It's easy to use (must be, I use it lol).

My mare (DWB was scrawny until last summer at five. Friend's NF girl was skinny until last summer as well, and she's just four (well, three and a half lol).
 
Our NF x will be 3 in May and she has really filled out into her frame and grown recently. I stood back and had a good look tonight when I was changing her rugs. Somehow it had crept up on me and I think when you are up close brushing and rushing for time sometimes you don't see the bigger picture.
 
If you go onto photo gallery section of the forum there are full instructions on how to do it thats the way i learnt, it did take a while for me to get the hang of it.
 
My New Forest pony is now rising 8, I got her aged 8 months when she came off the forest. She was a bit of a scrawner and rather an ugly duckling, it probably took her until she was at least 6 1/2 before she completely lost her baby look and filled out into herself completely. She was very slow to mature.

OMG!! How much???!!!! My 16.1 (and still growing) 2 y/o CB doesn't get that much!!! lol!

If its any reasurance my boy looked quite scrawny when I first got him in Feb last year but filled out nicely on hay and the summer grass and is now looking about right. he's dropped a bit over the winter but I don't think thats a bad thing.

You can't make a horse grow bigger by feeding it more but you can cause it to develop growth related disorders by growing too big too soon.
 
my first boy i got when he was 6, and he had basically got his full adult "shape" by that point, but was sooo fat that you could barely tell he was a horse :( but he hasnt changed drastically at all
my second boy i got at 10 months old, he was 13.1/2 at 4 and now at 7 he is a full up 14.1, but he has only just in the past year really filled out, but he is still the finer type of forester- he grew slowly and stayed very level, didnt go overly bum high or anything :)
and our little mare is a little forester, about 13.1 now at 6, and hasnt done huge amounts of growing since 2, only a couple of inches, but her entire shape has changed this year, and she is now a super stamp of pony :)
