A friend is a very very novice horse owner. She bought this horse two years ago and is still just as scared of him today. He is 15hh NF x gelding about 6/7 years old. He is extremely moody. Constantly has his ears flat back. Tries to bite and swing his bum round when rugging, grooming, tacking up. He runs rings around his owner and knows she is scared of him. She does ride him but only hacks out. He scares her in the school as he is very forward going. He sometimes paces too when ridden and looks very stiff and tense at times. He is not a bad horse. He doesn't buck, or rear etc. he is just in the wrong hands and I also believe he's not 100% comfortable, there may be something going on? but the owner chooses to turn a blind eye to this, despite people trying to help. She just wants rid now as she feels so miserable about it. How can she show him off to a buyer when she is so scared of him? Where is the best place to advertise a horse like this? Project horses perhaps?

has anyone else tried to handle him, who is confident? He might be different with them and is just taking the micky with her.

I would just advertise him as 'no novices please' or 'experienced loving home needed'. Just try to explain that he is too much for his novice owner. Better to be honest from the start.
