which is safer for small child - toe cages or peacock irons ?

I have a smallish 4 year old daughter who is getting more adventurous with her riding and I am keen to keep her as safe as possible bar encouraging her in non equestrian pursuits ! I have both junior toe cages and well fitting peacock irons but am not sure which are safer ? At advice or experiences welcome !
 
That's kind of where I was heading as I was worried she could still get a foot through the peacock irons but do tend to over think possible disaster situations !
 
A friend's child, about the same age as yours, came off but her foot went through the stirrup so she ended up bouncing along the ground as her now frightened pony kept cantering. The elastic didn't undo but luckily her new jodhpur boot was too big and her foot came out of the boot. I'd opt for cages.
