Who should I contact to get bridleways opened in leicestershire

Hi,
My horse is stabled at a lovely yard but the hacking is horrendous. There's plenty of council owned farmland surrounding us and I wondered if anyone could tell me how I would go about discussing the opening of bridle ways in the area. We are in the blaby district.
Also, has anyone been through this procedure and were you successful?

Any info/suggestions will be greatly appreciated.

Get on to your local council and speak to the way leaves officer. That might at least be a start.
