who was it that was concerned about a spotty horse and reported it ?

hi i can remember i while back that someone went to see a horse and it was in very poor condition either appaloosa or knabstrap can't remember..they reported it to the ilph. Anyway i was just wondering what happened in the end and it might seem a weird question but where was it in the country and what was its name?
