Who would you report animal cruelty to?

Yesterday I saw the most painfully thin horse - could see every rib from several hundred metres away, field full of ragwort, I would condition score the poor thing at a measly 1 - 1.5.
I realise the horse MAY be ill and recieving care, but better safe than sorry. And besides, any horse that ill should not have something so poisonous in the field (Well, no horse should have really, but especially not something in such a fragile state)
I just got home at half 9 tonight so I haven't been able to do anything up until now, but tomorrow morning I am going to ring someone up and ask for it to be investigated. Trouble is, I know I should technically ring the RSPCA as they are they only ones who have the power to prosecute if there is any cruelty involved, but they have no idea about horses and fart arse around like nobody's business, by which time it may be too late for the poor thing. My heart is telling me to ring Redwings instead as they are fantastic rescuers, they are fast and efficient and I just want the horse to be helped.
So who do I ring - Redwings or RSPCA? I can't ring both, as once the RSPCA is involved, no other organisation is allowed to look into the situation without the RSPCA permitting it.
P.s. Before anyone says "ring WHW", I have considered it, I am more trying to decide whether I should go down the head (legal RSPCA) or heart route (Redwings/WHW). The only reason I say Redwings is that in terms of rescues, I have heard Redwings to be the best.
 
I agree, but i would hope if it is a neglect case that the person responsible is punished though. I guess either one will help the poor thing so let us know how it goes.
 
The best organisation to ring for Equine Welfare cases is 'World Horse Welfare' who have a dedicated telephone line for welfare cases. They have nationwide coverage and most their inspectors are ex-mounted policeman.

Either World Horse Welfare, or contact your local BHS Welfare Rep (name and contact details on the BHS website under your region).

Agree with the above posters, WHW are the best ones to contact. I am not sure about your point about not having legal powers, they have been involved in plenty of cases which have lead to prosecution. Most of their field officers are ex police so know the laws, and if need be they can involve the police or RSPCA, but imo the will act a lot faster than the RSPCA in the first place.
 
To be blunt: if the horse is that bad, please stop 'fart arsing' about and ring somebody.

WHW are the best in terms of equine rescue as they are more knowledgable. If they feel the case will need prosecuting, they will involve the RSPCA. They are quite versed in these cases and know the procedure.

Muffinino I'm not fart arsing about, I have already rung regarding the horse first thing this morning, as I said I didn't get home until late last night so I COULDN'T do anything until this morning.
 
If you'd already rung why did you post? Or did you post then ring? Bit confused, is all (it's not difficult to confuse me, tbh).

I'm glad you have, though, it's a good thing there are people like you who will. Who did you ring? What did they say?
 
TOC posted at 11pm last night saying she would call this morning, then obviously called this morning. Hope someone comes out to check horse and field soon.
 
I rung both WHW and Redwings this morning. As PrincessSpark1e said, I posted last night and rung this morning. Redwings don't have anyone in the area atm so WHW are going out to see it in the next few days, and will ring me back within a couple of weeks to let me know the outcome.

i bought a mare in shocking condition a couple of years ago, bunged a turnout rug on her asap so people wouldnt see the state of her before i could sort her out and think it was my doing,
was a pic in h&h soon after of a horse thayt looked better than her imo and its owner was prosecuted
she didnt take long to get back to a decent state but i was betting id have a visit from rspca or someone
