Why can't people use a rescue service

My folks have just got back from Ashbourne sorting out my aunts funeral but it wasn't the details of that they were upset about last night. Some monster has driven around one of the roundabouts dumping black staff puppies out the door which have then been run over by the passing cars. Not tiny puppies either mum thinks they were about 6-8 weeks old at least

I just don't understand why they couldn't use a rescue service instead of being so bloody cruel. I know that rescue services are full especially of staffs and crosses but what sort of person does that to puppies

people who do that sort of thing have no heart at all. Its disgusting so sad

Poor pups that is sick and must be awful for the drivers that couldn't avoid them
