Why do ex's think its ok...

to call you up out of the blue and tell you all about their woes

I normally don't mind I have a good relationship with all my ex's but this one it was always a bit difficult because it was a bit messy. I know he's upset and needs someone to talk to but I am just not the right person to talk to about getting someone else pregnant and their subsequent termination and the relationship breaking down.

How do you stay neutral and supportive when really all you want to do is throttle him for being so insensitive

If I couldn't get him off the phone, I would hang up if I didn't want to be rude - otherwise I'd be frank and tell him, I'm sorry, but its not my problem and re-direct him to someone else ie. his mum/best mate! He'd get the hint eventually.
