Why don't kids wear hats???

I was driving home today about 1 mile from my house when I met a string of horses and ponies being ridden and some with leaders. The lead horse (16hh ish) had a man riding it with a new type hat but on the front of the saddle with him was a child (about 4ish) with no hat only ear muffs! The last pony in the line was ridden by a child who was maybe about 8yo led by I presumue his parents but again no hat!! We all think our horses and ponies are safe otherwise I would hope we wouldn't put our children on them at all, but the potential for injury to ride on the road (a busy road with large vehicles) is horriffic. What planet are they on! I have since double checked and it is law for under 14's to wear a hat to current standards on the roads.
 
It drives me mad when any age person doesn't wear a hat!! You may know your pony inside out but it still has a brain of its own! There's a girl in our village who I see every day riding with no hat & the horse is not exactly the safest on the road - usually has its head on the pavement & its arse on otherwise of road!! Just managed to see her on a dull rainy day once when she was dressed in black (no high viz) again no hat & horse was cantering & broncing down the road.
 
Can I report this to anyone? The BHS or someone? Only because it's kids, and I'm being chicken about confronting them myself!! I would hate to hear there had been an accident, and I know from my own experience how valuable a hat is!
 
Is it a riding school or livery yard - If yes you could report them to The Health & safety department of you local Council for unsafe proceedures - and I am sure the BRSA or BHS would have something to say if they are acredited with these organisations. I am not sure if the police enforce the hats on roads for under 14s law otherwise
 
Maybe it's the belief that they could be "caught" if they begin to fall? What they fail to realise is that the pony can move faster when spooked, no gaurentee they could be caught. Real numpty behaivour, people say "it's my choice", but the child cannot make it's own proper decision and needs protecting by the people who are ment to be looking after them!
 
TOTALLY BONKERS!! everyone riding horses no matter where or when should wear a hat-it's madness not to!! i'm a fan of high viz too and currently trying my friends daughter who rides with us to wear it, it's essential in my view we need to be seen in plenty of time, just hope she feels the need :rolleyesfor it soon. :rolleyes:
 
At an old yard I was on 1 girl used to tack up, put on her hat and then put baby in sling in front of her and ride out. Baby. No hat. Adult. Hat. I never understood that.
