Why Not Stretch Cold Muscles?

I've read that you shouldn't do in hand leg stretches before warm up and exercise / schooling. Why is this, as humans are meant to stretch before exercise / sport?
 
Always was a bugbear of mine in sons' football teams. They would stretch pre warm-up when muscles are cold and prone to tear. But never warmed down after a match when they needed to keep them elastic. Wouldn't listen to me. Stupid men!
 
Why do physio's etc come and do manipulation when horse is cold ? Never got that one..

I'm assuming here that physio's may do warm up movements on the horses before actually digging deep into any affected muscles. Ours are always rugged up and warm anyway so I think the physio does less stretching of muscles to begin with, rather manipulating instead. Correct me if I'm wrong?
