Why would you possibly need a running gag and a weymouth?

For those of you who havn't seen the front cover of horse and hound theres a show cob in a double bridle but the bradoon is a running gag.... why would you need to do it? There seems to be a light contact on both reins and the horse has is mouth open (although the rest of him doesn't look particularly tense) I've seen hanging cheek snaffles as braddons but a gag seems way, way overkill. Just looked that it is robert walkers horse and god forbid I question one of the greatest showman in the country but i'd love to ask him.

Perhaps to make up for a lack of schooling....

Or a problem from earlier short cuts in training...

I don't know, but I am sure they would give you a good reason.
I know nothing of showing - is it even allowed?
