Why?

Why are Farmers being included on talks on Horse Tax whilst the equine Industry probably are not? Horses are not Agricultural, so why are the decisions being made according to agricultural ways?
I know it is to do with the stopping of infections entering the UK and controlling of them if they do, but...

!! Most farmers couldn't give a stuff about horses - unless they are like my YO and are 'horse friendly' as that is how they now make their living. You would have thought as it is called a HORSE TAX it would make sense to actually include the views/have representation from the horse world BUT of course that would be logical and probably save millions of ££££'s being wasted - so never going to happen...............
