Windgalls, are they permanent?

My 10y/o has a windgall on one of his hind legs, it does not affect him and he wears supports bandages or boots, this has only appeared since I have up'd his dressage work. Is there anything I can do disperse this fluid or is it here to stay.

I was told by an FBHS that it's rare to find a horse over 10 without windgalls. I've never been bothered by them....... never caused problems that i know of
