winter turnout

I am perplexed as want to make a winter turnout area as my soil is clay and the winter paddock turns into a bog after a couple of months. Whenever I research this all I get asked is " Is it a menage ?". No ! All I want to do is make 4 pens about 20 feet by 20 feet where they can go out for a 'bimble' but not be in deep mud, with some sort of dry surface. Do I need planning permission ? Even the council doesn't seem to know. Can anyone help ?

if you are doing any sort of groundwork it is rare that you would not need planning permission so you may need to talk to the planning dept and tell them with some detail what you are wanting to do so they can let you know what they need
