wobbly legs!

I've had a rescued ex-racehorse for 6 months (she is now 13), and have finally been able to ride her after sorting out various issues - panic attacks and so on. However I've noticed from the start that her forelegs are what I can only describe as "wobbly" sometimes! From the front she has lovely well made legs though she is a bit over at the knee. She has one or both knees slightly bent pretty much all of the time, and buckles when shying or spooking. I did post on here a while back about her shaking with fear at the sight of other horses moving about, presumably a hangover from the track. This is luckily happening rarely now after a lot of work and patience (plus valerian) though the forelegs are affected worse here too, sometimes looking as if she might fall over!
It doesn't quite seem to fit with a shiverer, am I missing something obvious here? Am getting her checked over by the vet soon as her jabs and teeth are due but has anyone seen anything similar? Also have noticed very slight lameness going downhill, the off fore seems to be the problem though I sometimes think I'm just being paranoid... she also trots up fine. She does have a patch of white hairs behind her withers so has obviously been made to wear a badly fitting saddle at some point; am hoping her back isn't damaged. Any ideas? Also can anyone recommend an equine physio in the north east?

Is she tripping at all? What happens if you ask her to move backwards or sideways from the ground? i.e push her backwards.

I think the best thing to do is get the vet to check her out like you plan to do. I would also as the vet about the back, they should reccomend someone - there are very few GOOD back people about these days.

she does trip sometimes, whether she is shod or not. She moves backwards easily enough on the ground, sideways is more difficult, a step or two at most really...
