Its very common for miniatures. Its a way of showing how refined the horse is as with their winter coat you can see its very difficult. Its not meant as a clip for any other reason i.e. work load.. If people want to buy minis in winter they expect it to be head and neck clipped. If the seller doesnt they will find it very hard to sell without. Very normal in the mini world.

Show Arabs, Morgans and Quarters (I think) all have their manes cut like that. Its to show off the throat/top of neck. Ive heard it called 'swaning' as in swans neck.
