Would you muzzle?

My lovely (normally chilled) pony has become really hyper now the summer grazing has been opened.

I've got to keep him our as much as possible as he had a locking stifle (which has thankfully gone away after a controlled exercise program and keeping him working). I'm on a livery yard and don't have the option to turn out at night, and the sparse winter grazing is being rested.

His weight his fine, he's just been really changed since he's been on the summer grass.

Am thinking my only option is really to muzzle him?

He doesn't get any hard feed (half a scoop of thunder brooks healthy herbal chaff as a token), and I've cut his hay back at night (haylage also sends him loopy), he did seem a bit better when I upped his mag ox to 10mg, he also gets 2 table spoons of salt too.
