Would you report to the Police for 'words of advice'?

A work colleague (very animal-orientated person, loves horses and dogs) was driving home last night, doing his usual 60mph down the main road near his home in a semi-rural location. Time was approximately 6pm.
He narrowly missed colliding with a woman leading 2 horses across the road from a paddock to a farm yard. Neither woman nor horses had a stitch of hi-viz.
Woman did not even acknowledge his presence, despite the fact that he'd had to put his hazard lights on to warn the van behind him that he was slamming on the anchors.
He was quite concerned (and obviously a bit annoyed) by the situation. I've advised him to report the woman to the Police, so they can issue 'words of advice'. Just wondering if anyone else has been in a similar situation and whether the Police were interested at all?
 
police will do nothing! they do nothing about people robbing old ladies, so im sure telling them about this woman will not make them jump off their bums and go to speak to her! our tax money is very well spent with the police dont you think??

Have to agree but didn't have nerve to write that much! Slightly off subject but years ago my mum had a car accident, she went to police to tell them the car was on a dodgy corner, down a dark country lane but recovery would be going the next day. The following day she had a knock at the door and it was the police coming to caution her (can't remember under what clause exactly) for basically having an accident! She was mortified! My point is I wouldn't bother going to the police for anything unless completely necessary.
 
Police wont ber interested, maybe have a word with the yard owner and ask if they could ask for hi viz to be worn on the road? The next person might be daydreaming and not see them. Idiots, a couple of pounds is all thats needed for a hi viz tabbard or something.
 
Yes, I suppose you may be right.
It is a private farm, and I suspect that anyone venturing in there would probably emerge with a couple of birds of prey attached to each eyeball and a vicious border collie attached to their backsides!
Not the nicest crowd is what I'm saying...

OP- i'm not sure it is a police matter as such, but your colleague might try to find out who their local PCSO is, as they are 'community minded' etc and might be able to advise her

sorry if that offended but my mum got mugged (not saying she is a old lady) but they did nothing, gave her a crime ref no. over the phone, didnt even come to see her.....my dad was involved in a hit and run, someone hit him on the pavement and drove off....again they didnt care! so maybe its just my bad experiences, im not tarnishing them all, so apologies to anyone i offended.
do you have a countryside watch in your area, we have one and they were much better than police.
 
have to say the coppers around here are brilliant, they came out of an evening to a cecent tack sale & were advising on ways to prevent your tack being nicked & ways to make it easily traceable (and so returnable) if it was recovered/tried to be sold on.

they are not all bad ya know & most are as frustrated as the rest of us because of all th red tape & crappy paperwork they get stuck with (thats why they dont get to every call)
 
Just wondered because motorists can be reported for driving badly around horses, but surely it also cuts the other way. I mean, if you are leading two horses in the middle of the road in the dark, surely that is dangerous too?
 
Your Equine Liaison Officer may do something? It all just depends how busy they are.

Alternatively, if your friend feels like doing something, they could drop a nice

You can certainly try. Do you have a rural police officer or community liaison officer. Ask your local Parish Council, they would know.

Our local rural policeman (who covers a huge area) lives at the end of a lane, where there is a livery yard halfway along. At peak times it is busy and he called in to the livery yard to say that if he saw any horses on the lane after dusk he would book them.
 
Wouldn't bother. Hi viz sadly is not a legal requierment, so the Police just won't be interested - unless there actually is an accident.
 
I agree, drivers need to drive at a speed which will allow them time to stop if need be, 60mph is probably too fast on a semi rural road. If he complained then the woman with the horse might want to put in a counter complaint about careless driving.

I agree. Theres far too much emphasis on people and animals having to avoid cars. But if you hit them, as the driver, you are the one who will be charged because cars are big, fast and hard and do damage if they hit something. Hence the onus has to be on the driver to drive at a speed and in a manner that they can avoid hazards on the roads. Have you seen the latest road safety adverts on tv about the rural road hazards (driving fast but within speed limit round a rural road, driver goes round a corner and hits an unexpected tractor/fallen tree/flood) (might just be shown in Scotland).
 
I agree 60 is the MAXIMUM speed allowed on a rural road, not that you have to drive at that speed or anywhere near it.

Years ago, a group of guys who I went to school with where driving down a semi rural road, they went round a blind bend, straight into the back of a tractor with ploughs on the back, all four were killed, the police estimated the speed was around 50mph, and they stood no chance.

As for the police being useless, I only have high praise for Lincs police when our tack was stolen, they spent two days with me, trying to get it back and following leads that had been given and even now still keep sending updates on what is happening, also the advise and care they gave, even installing a panic button into the house (for this and another reason), I cannot fault them at all.

Maybe rather than calling the police, pop round and have a friendly chat and just explain how hard it was to see them blah blah blah they may really appreciate it and didnt realise how hard they were too see. Car lights make it darker for the driver than our eyes when walking at dusk do.
 
But the OP did say it was a main road - so could have been a trunk road. Near me we have the A6 which you occasionally see people riding short distances along for access to their yards, but what % of drivers along there would be thinking about horses?
 
The Police do nothing about cyclists all over the paths and roads with no lights or viz gear on, so why would they be interested in this lady.

I fully agree she should out of common sense be wearing viz gear, and lights if it's dark, but then I see arsholes everywhere I look.

Just because a road has a 60 limit, doesn't mean it is safe to drive at that speed.
