depends on the location of the rainscald - if no tack touched it and horse was OK in inself, yes, absolutely.

My horse has rainscald but not severe. He has a patch about an inch long and 2 other small patches under his saddle area, the rest isnt under saddle area and vet has said that as it doesnt appear to be sore as long as i have plenty of padding under the saddle then its okay to ride. Hope this helps?

No, not if the scald were under the saddle. But elsewhere on the body, yes. As long as the horse was in good health.
