Wrong muscle development in the neck

I have noticed recently that Blackie is developing a ewe neck, he used to have a very good topline but all of a sudden the muscle has started to develop underneath.
As a result he almost looks "ewe necked".
To be honest I havent really done much riding with him lately, he either gets lunged (in a pessoa) each day or he goes on the walker & gets ridden at weekends.
He was never ewe necked before, its literally like the muscle has developed underneath over a short period of time but has recently become very noticeable.

Can anyone suggest some exercises I can do with him to get the muscle correct again??
He has recetly changed from being on grass livery to DIY & I thought maybe him eating from haynets has caused it so I have switched to feeding hay on the floor in hope that helps, but just need some ridden & lunging exercises I can do to help as well :)

When the appy mare came to us she was well on the way to being ewe necked. Hard work and lots of leg, along with using a pelham with two reins has gone a long way to changing this. We also do a lot of hill work too. Ours are all fed hay from haybars or the floor. When ridden we always do a lot of transitions and ensure that we always work them as collectedly as we can, encouraging flextion (sp). Hope this helps. I would also ride rather than lunge and using the horse walker.
