From reading most of the posts, it just sounds like he is grumpy in the stable and doesn't like his rugs being done? I used to have a mare that, if looks could kill, she would have you 10x over because she hated being brushed, rugged up, tacked up or even touched! It doesn't mean she hated...

Yes that would be a good idea, we could post stating something like....Beware of this dealer/vet/person etc in the such and such area, then all people related to that area can PM for further details. No rule breaking, but people will have a pre-warning and hopefully help stop all the heartache...
