Road planings and stone hardcore are your friend. Spending a couple of hunderd quid getting the access areas, gateways, etc filled with hardcore was the best thing I did. It redcued my actual encouters with mud by 80%.

The existing concrete would form a stable sub base, then clean drainage stone with perforated pipe laid, and the normal arena membrane and surface on top of that.
