I use scissors and the disposable razor thingies to get the pulled tail look as I've another that won't 'do' pulling... and I show... although it is maintained all year round so possibly easier to do as its always just a case of tidying up.
Ride judges 'should' on the whole be fairly quiet riders (the idea being that a show horse should be mannerly and well schooled enough to not need riding so much as piloting if that makes sense?). If you go clear why not go back in to the showing section and watch how the judge rides others...

I am struggling to find another too - they are certainly marmite breeds (very good expression)! There seems to be a complete lack of breeders / hackney (or hackney x's) in east anglia which is a shame!
